Thoroughly mix together the "Promine," bicarbonate, and phosphate. Sift the remaining ingredients together. Pour the boiling water into a heated mixing bowl; with constant stirring add the protein mixture. Whip at high speed until stiff. Add remaining ingredients in a slow steady stream. Add vanilla or other flavor and whip for 2 more minutes. use immediately on cake (makes about 1 quart of icing). This can be prepared as a two-package dry mix, with the protein mixture in one package and the other ingredients in the second one.
