Scale the sugar, shortening, butter, eggs, oatmeal, raisins, coconut, and water into the mixer. Sift the cake flour, soda, cinnamon, salt, and whey powder, and add to the other ingredients. Mix at low speed for approximately 3 minutes. Deposit by spoonfuls on lightly greased pans. Bake 10 to 12 minutes at 375 to 400'F.
