Carefully disperse the "Carbopol" 941 inn the water. When dispersion is complete, add the sodium hydroxide and then the amine. Lastly, slowly add the tar in a thin, continuous stream (so that the rate of addition is no greater than the rate of dispersion) with good mixing. Fairly high shear, such as that provided by a medium-speed Eppenbach homogenizer, forms the best, smallest droplet-size emulsion. Excessively rapid addition of the tar results in a grainy emulsion.
