Dissolve the hydrocortisone with stirring and heating (65'C) in the propylene glycol. Cool the propylene glycol solution to 50'C, add with stirring the stearic acid, PEG-400 monostearate, and isopropyl palmitate, and filter. Heat 6.5 liters of distilled water to 50' and dissolve with stirring the sodium benzoate and neomycin sulfate, and filter. While maintaining both solutions at 50'C, add with stirring the aqueous solution to the propylene glycol solution, and bring to final volume with water. Pass the mixture through a colloid mill at 40'C and conduct the filling operation while continuously stirring.
