Mix the polyvinyl acetate emulsion and the hydroxyethylcellulose solution in a pony mixer until completely dispersed. Stir in the water and ethylene glycol. Mix for 5 minutes, and add the "Metro-Nite" in 5 equal portions, allowing each portion to wet down thoroughly before adding the next one. Add the tricresyl phosphate and continue to mix for 30 minutes.
