Dry mix all powdered ingredients and add to a mixture of milk and corn syrup under high agitation. Continue agitation while heating mixture to 70'C. Hold mixture at temperature for 10 minutes; then cool rapidly with constant agitation to approximately 15'C. at which time the color and flavor are added.
