Prepare B by dispersing the "Carbopol" in the water using moderate
to high-shear agitation. Add the rest of the ingredients using
moderate-shear mixing. Heat mixture to 75'C. Prepare A and heat to 75'C.
Add A to B, mix to uniformity, and cool.
