Heat water phase to 65'C. Heat oil phase to 65'C. Add the water phase to the oil phase, while stirring. Cool with stirring to 30'C, then add the pigment blend and cool to room temperature, with continued stirring. This formula should have a pH of 9.0. Instability has been noticed on formulations that vary significantly from this pH. If desired, the ammonium hydroxide can be withheld until cooling starts. The mixture should be tightly covered throughout processing.
