In a container equipped with a stirrer, melt the "Pluronic" F-127 polyol and hydrocortisone together (55-60'C). Add cold water (5-10'C) and continue mixing slowly, keeping the mixture cool (< 10'C). Add neomycin sulfate when all lumps are gone. Mix for a few minutes, and transfer to suitable containers. Product sets up into an opaque cream at room temperature.
