charge 95% of water into tank and heat to 75 C. add all ingredients except preservative, sodium chloride, and 5% water, and agitate until dissolution. dissolve sodium chloride in remaining water. cool batch to 55 C and add salt solution. cool batch to 45 C and add balance of ingredients. cool batch to 30 C with agitation and fill.
