配制方法:

wet hydrocotisone acetate with "amerchol" L-101. add remainder of the oil phase and heat to 75 C. heat water phase to 75 C. add water phase to oil phase and cool to room temperature with moderate agitation. pass through hand homogenizer or homomixer.
