heat the first three ingredients to 80 C and stir for 40 min before solution clears and starts to thicken. add the propylene glycol 400 to the hot solution and cool to 40 C. add SD-40 alcohol thinned and mix for 20 min. add "carbopol" 934 resin in increments until pH 7.35 is obtained.
