Dissolve the "Carbopol" in the water at room temperature. Add the remaining ingredients, except the diisopropanolamine, warm to 45'C. and mix well. Add diisopropanolamine with agitation until a pH of 6 is reached. Allow the mixture to cool to 35'C., with gentle stirring.
