In a container equipped with a stirrer, melt the Pluronic F-127 polyol and hydrocortisone together (55-60 C). Add cold water (5-10 C) and continue mixing slowly, keeping the mixture cool ( neomycin sulfate when all lumps are gone. Mix for a few minutes, and transfer to suitable containers. Product sets up into an opaque cream at room temperature.
