Disperse the Veegum in 25 percent of the deionized water. Separately combine the propylene glycol and triethanolamine and mix. In this mixture dissolve the methyl paraben, disperse the CMC and then add the remainder of the water, which has been previously heated to 85 C, to hydrate the gum. Mix well, and when a clear solution is obtained, add the Veegum dispersion. With rapid agitation, slowly add the mixture of pigments, talc, and titanium dioxide which has been thoroughly pulverized in a mortar. Hold temperature at 80 C and when the solids are thoroughly dispersed, add the previously heated (80 C) mixture of oils and waxes while stirring vigorously. Hold at 80 C for 5 min and allow to cool. At 50 C replace water lost through evaporation and continue mixing and cooling until temperature decreases to 35 C.
